Colonel (USA, Retired) Patrick M. Rice brings over 40 years of military Human Resource Management and command experience to Tilman & Company. Prior to retiring from the U.S. Army, as a Soldier he was the U.S. Army’s 18th Director of Enlisted Personnel Management; the Combined/Joint 1 (CJ-1) of Multi-National Corps-Iraq; the Liaison Officer from Commander, North American Aerospace Defense Command (NORAD)/ U.S. Northern Command to Commander, U.S. Indo-Pacific Command; the Adjutant General of U.S. Army Pacific; and Commander, 556th Personnel Services Battalion. As an Army Civilian, he was the Deputy Director of Human Resources for U.S. Army Pacific. He also served as an Assistant Professor of Military Science at Indiana University – Purdue University, Indianapolis, Indiana.

COL(R) Rice is renowned for his ability to maximize the personnel combat readiness of the U.S. Army and its forces. He commanded at the Company, Battalion, and Joint Army Element levels, and has served as Primary Staff at the Army Division and Corps, and joint and combined Task Force levels. His combat service includes tours in Panama with U.S. Task Force South during Operation Just Cause; in support of combat operations in Kosovo with the Southern European Task Force; and in Iraq during Operation Iraqi Freedom as the CJ1 of the theater of operations.

His decorations include the Defense Superior Service Medal, the Legion of Merit (3), the Bronze Star Medal, the Meritorious Service Medal (6), and the Superior Civilian Service Medal.

COL(R) Rice holds a B.A. in Political Science from California State University, Long Beach, and a M.A. in Strategic Studies from the U.S. Army War College, Carlisle Barracks, Pennsylvania.
